The top HR person in the organization should be an integral part of the strategic planning team, anticipating and responding to business needs and challenges. In that role, HR is responsible for:
• Developing action strategies that enable the organization to cope with major business trends (e.g., a labor shortage).
• Creating people strategies that maximize the organization’s people resources to gain competitive advantage.
