A: Federal COBRA laws apply to employers who have 20 or more employees, but under CA law, the state version of COBRA, commonly referred to as “Cal-COBRA” means that group health care service plans servicing employers with at least 2 but no more than 19 eligible employees must offer continuation coverage to qualified beneficiaries upon a qualifying event, such as loss of employment. Therefore, Cal-COBRA documents should be given to those employees, and your health care provider should be able to assist with you with those documents.
